How is the WAN quality latency value calculated?

The latency value is calculated using TCP traceroute results.
The second hop’s RTT (Round Trip Time) is used as a WAN’s latency value.
The second hop is used because the first hop is likely another router onsite and is therefore not a valid result to calculate a WAN’s latency.
